PLR is a standard for licensing rights applying to intellectual property. This could be written content as well as audiovisual materials. The license allows you to use this content in any way you see fit once you've purchased the material.

Someone wrote, designed or recorded this content. However, they for one reason or another have decided against selling these products themselves and they license it to other people or businesses to market and sell instead.

You can find PLR materials for sale on many websites, some of which require a membership to use their content, others which are available for anyone to browse. Many of the membership sites don't allow you to choose what content they provide you, so you'll want to be certain that they offer a lot of material which you can use before you commit to these sites.
